Campus communities can join free; licensed operators receive authority according to their agreements. No node receives an isolated white-label database or the right to redefine evidence standards.

Private chapter records stay private. Network sharing is explicit, scoped and governed.

Chapter-linked reviews use accreditation, conflict checks and central QA before verification can be relied on.
