Pilot-to-rollout pathway
Start with a road-safety need and progress through a governed pilot.
The programme has two legitimate entry routes: a municipality or road authority can nominate a road-safety need and candidate sites, while a mobility company can originate a municipality and demonstrate local delivery capability.
Macq's Average Speed Section Control as a Service model is designed so a public authority can begin with a pilot without an upfront technology purchase. Municipalities identify locations and participate in the required public-authority approvals and operating interfaces; Macq and its delivery partners support site survey, implementation design, equipment, software, connectivity, fine-handling integration, operations, maintenance and support. A second route allows capable South African mobility companies to submit municipal opportunities and local delivery credentials. Where a lawful rollout is agreed, the commercial model can include revenue sharing linked to traffic-violation fees, with the actual economics governed only by the definitive local agreements.

Deployment model
Public authority and delivery responsibilities stay distinct.
The public authority identifies locations and progresses the permissions and authorised operating context. The technology/operator side progresses site survey, implementation design, equipment, software, connectivity and operational support, subject to the definitive local structure.
